To drive a motor vehicle, you must hold a driving licence, which you obtain by passing a test for a specific group of vehicles. Once you have passed your test and fulfilled the conditions listed below, you can apply for a licence or an extension of your licence.
If you meet all the conditions, the authority will issue you with a licence listing the groups of vehicles you are entitled to drive.
As an individual, the following conditions must be met in order to obtain a driving licence:
- you must be of the age specified for the category of driving licence,
- obtaining the professional competence to drive motor vehicles (passing a test to drive a group of motor vehicles),
- habitual residence in the Czech Republic or at least 6 months of study,
- you must not be serving a sentence or an administrative ban on driving motor vehicles,
- you must not have had an execution imposed by suspension of your driving licence,
- you must not have been subject to a reasonable restriction in criminal proceedings consisting in abstention from driving motor vehicles,
- you must not have 12 points on your driving record in the previous calendar year,
- you do not hold a valid driving licence issued by another Member State of the European Union,
- you are not on probation on a suspended sentence or suspended prosecution if you have undertaken to refrain from driving during the probationary period.
Habitual residence in the territory of the Czech Republic means the place of permanent residence of the natural person, if the natural person does not have a permanent residence, then it is the place where the natural person stays for at least 185 days per calendar year due to personal and professional ties.
In order to obtain a licence to drive a higher category (e.g. C) motor vehicle you must first obtain and hold a lower category (e.g. B) licence. As a first applicant, i.e. the initial grant of a driving licence can occur for the driving licence groups, namely AM, A1, A2, A, B1 and B.

When you visit the local authority in person, you tell the counter what you want to do and the clerk prepares your application.
You will check your personal details and a photograph, which the office will obtain from the Ministry of the Interior's systems. If a photograph is not available, you will be photographed at the office.

If you apply for a licence more than 6 months after you have passed your test, you must take the test again.

You can apply at your local municipality. If the annexes are not complete, the authority will ask you to complete or correct the documents.
If your application is successful, you will then collect your licence in person or by proxy with a certified power of attorney from the office where you submitted your application.

For the issuance of a driving licence within a shortened period (5 days) you will pay CZK 700.

If you drive a motor vehicle without a licence, you are committing an offence against road safety and traffic flow - driving without a licence.
This offence is punishable by an administrative penalty of a driving ban of 1 to 2 years and a fine of CZK 25,000 to 50,000.
